    Joan,

    There are certain verbs that are followed only with the infinitive ‘to back off’ and certain verbs that are only followed with the gerund. Sometimes the gerund or the infinitive that follow the verb change the meaning of the sentence. However, ‘refused’ is normally followed with the infinitive + to.
